In the “Curriculum division” in the GHKG consortium, “the special program” (the orange part in the diagram) is under development, as requested in a commissioned project called “the employment promotion program for international students” of the Ministry of Education, Culture, Sports, Science and Technology. This program under development is the “Glocal Leadership Program (GLLP)” and the plan is to complete it in 2022.

○ Problem: In the employment of international students in Japan, while employment conditions in enterprises need to be improved, there are matters that universities and colleges can address.
[Desirable skills of international students to be hired by domestic enterprises]
- Currently, the official language in many domestic enterprises is Japanese, and international students need Japanese language skills above a certain level.
- To understand the customs of employment and how to work in Japanese enterprises. (The future prospects and potential of applicants will be evaluated. The skills to deal with all sorts of work, as a generalist, are desired.)
○ Response: Considering the above, each university and college must cooperate with its regional municipality and local industries, and must support efforts to establish an environment of education in “business Japanese”, “career education” (such as “theory of business in Japan”), and “medium-term to long-term internships” as an integrated skill necessary in order to be hired. We then aim to encourage international students to continue to stay in Japan, and to make studying in Japan more attractive, and to increase the number of international students from various countries.
○ Entrusting to 12 bases. In 2019, forums, investigations, and research were undertaken to expand the program results effectively.
In the “Glocal Leadership Program (GLLP)”, after discussions with parties in educational institutions, municipalities, private enterprises, and financial agencies, we decided on “the picture of human resources to develop” in 2017, as follows.
The special curriculum “Glocal Leadership Program (GLLP)” is under development, considering “the picture of human resources to develop”.
Students are recruited to this program in April every year, and a one-year curriculum is provided. International students at any grade may participate, from a freshman to a third-year student of a doctoral course, in any department or laboratory. Preparation by international students to go job hunting in Japan varies, between grades and between individuals. International students can make wise choices at this educational curriculum step, depending on their preparedness for job hunting. Students registered in the program (in the following, “program students”) can select lectures that correspond to their preparation for job hunting, and they can systematically improve that preparation. In any stage, lectures in “Career education”, “Business Japanese”, and “Internship program” are compulsory subjects.
(1) Job hunting preparation stage (undergraduate 1st to 2nd year, master’s degree course 1st year and planning to enter a doctoral degree course, doctoral degree course 1st year).
(2) Job hunting development stage (undergraduate 3rd year, master’s degree course 1st year, doctoral degree course 2nd year).
(3) Job hunting final stage (undergraduate 4th year, master’s degree course 2nd year, doctoral degree course 3rd year).
* The years in parentheses show standard examples. Each program student will come to understand his or her current status through consultation with a coordinator, and will decide on the stage of the curriculum and how to select it.
Curriculum model in the “one-year ladder system”
In the Glocal Leadership Program (GLLP), “Business Japanese”, “Career education”, and “Internship program” are organized to relate to each other. Also, students cannot take the “Internship program” without completing “Business Japanese” and “Career education”.
“Business Japanese”, and “Internship program” are structured so that the courses correspond to that stage of job hunting.
